In 2023, the Institute continued to implement the spirit of the Talent Work Conference of the Chinese Academy of Sciences, focused on the goals and needs of the 14th Five-Year Plan for science and technology, adhered to the problem-oriented and goal-oriented principle, took talents as the first resource, and major scientific and technological tasks and the construction of large scientific devices and national key laboratories as a platform to further improve talent training and introduction in an all-round way, and fully stimulated the innovation vitality of talents, providing support and guarantee for the Institute to complete tasks with high quality and strive for new tasks. In 2023, there is one new academician of the CAS Member selected from the Institute.
Making use of the advantages of platforms such as national key laboratories, major scientific and technological tasks and major national infrastructure, the demand for talents was accurately analyzed, introducing "highly-skilled and cutting-edge" talents in a targeted manner, and carrying out high-quality talent recruitment at different levels. A total of 27 people were recruited in 2023, including 7 "urgent and in short supply" talents from industries and scientific research institutions, and 17 postdoctoral and doctoral talents at home and abroad. In addition, 18 special research assistants were hired.
We increased the cultivation and support of young talents, continued to implement innovative talent incentive measures such as the youth talent training plan, the climbing talent plan, and the excellent training plan, so as to cultivate young talents in a comprehensive way and accelerate the growth of young talents. Setting up important positions such as director scientific research assistant positions in the scientific research department greatly cultivates young talents, creates more opportunities for outstanding young scientific and technological talents to take the lead, and gradually trains young and middle-aged leading talents to be good at organizing and have strong professionalism through practice and broadening their horizons. In 2023, 7 chief scientific research assistants were selected and recommended, all of whom are deputy senior under the age of 35. Young talents who dare to think and dare to do are encouraged to take on important tasks. 46% of the people in charge of scientific research projects in the Institute are 40 years old or younger.
We continued improving the talent evaluation system, setting up different evaluation indicators to different types of positions, policy preferences to positions that undertake major scientific and technological tasks and major scientific and technological infrastructure construction tasks, gave full play to the role of the "baton", smoothed the development channel of young talents, and promoted the development of basic research, engineering technology and auxiliary talent teams. In 2023, a total of 97 people were promoted, including 12 senior promotions and 33 deputy senior promotions.
Actively creating an environment suitable for research, strengthening the guarantee of kindergarten and enrollment for the children of talents, policy interpretation and enrollment guidance were provided to solve the worries of scientific research backbones and more than 30 children of employees entered kindergartens in 2023. Continuing to care for the health of employees, the physical examination program was improved with the physical examination items more reasonable, and a number of physical examination items were added.
