Beijing Zhongke Zhongneng Technology Co. Ltd. (hereinafter referred to as “Zhongke Zhongneng”) is a wholly-owned state-owned technology transfer platform company and asset management company established with the approval of the Institute of Engineering Thermophysics of the Chinese Academy of Sciences (hereinafter referred to as “the Institute”) in May 2013, aiming to promote and accelerate the transfer and transformation of scientific and technological achievements of the Institute, cultivate and build technology-based enterprises, strengthen the professional supervision of the Institute's investment enterprises, and promote market-oriented operation.
Since its establishment, Zhongke Zhongneng has taken on multiple functions such as the transformation of scientific and technological achievements, equity supervision, and capital operation. By investing in the intangible assets of the Institute, it promotes the industrialization of the Institute's scientific and technological achievements; through equity supervision and service to the Institute’s invested enterprises, it enhances the value of corporate assets; and through capital operation, it realizes the preservation and appreciation of state-owned equity. By the end of 2023, through the market-oriented and professional operation mode, focusing on the Institute’s scientific and technological achievements in the fields of energy, power, environment, and others, Zhongke Zhongneng has assisted the Institute to establish more than 30 technology-based industrial enterprises through external investment in the way of intellectual property rights and joint ventures with external investors, and the Institute has realized more than 1.5 billion CNY of state-owned equity assets through the investment of intangible assets, achieving positive industrialization outcomes.
In 2024, according to the unified deployment of the competent department of the Chinese Academy of Sciences, Zhongke Zhongneng continued to promote the enterprise classification clean-up, and completed the transfer of one retained enterprise and the clearance of five non-retained enterprises. The proactive use of judicial means by Zhongke Zhongneng to promote enterprise clean-up has been highly recognized by the guidance office of Chinese Academy of Sciences. Zhongke Zhongneng has established classification standards and classification operational strategies for its shareholding enterprises, implemented classified supervision measures for these enterprises, and actively exercised its right to know and decision-making. Based on policy research and survey conductedinbr other institutes, Zhongke Zhongneng has taken the lead in formulating management measures for the empowerment and transformation of scientific and technological achievements in the Institute, actively exploring new ways of transforming scientific and technological achievements.
