Demonstration of Coal Gasification-Based Poly-generation Passed Technology Acceptance

On June 6th, 2013, office of advanced energy technology for the 863 Program organized the technology acceptance for the project "demonstration of coal gasification-based poly-generation". Director Zhao Yuhai, deputy director Chen Jiachangdirector of energy office Zheng Fangneng, chief staff Sun Honghang, and supervisor Yang Xinrui, from Department of High and New Technology Development and Industrialization, Ministry of Science and Technology, and deputy director Yuan Jianxiang, deputy director of energy office Chen Shuoyi, supervisor Qi Donglian from high technology center attended the acceptance meeting. Expert group for the acceptance, were composed of 21 experts who either major in Clean Coal Technology or specialized in overall project including consultant of the State Council, Shi Dinghuan, former director Du Xingyou from Department of Science and Technology, National Energy Administration, Prof. Du Minghua from Shenhua Ltd. All 60 ones attending the meeting also include responsible persons for 16 topics from relative enterprises and research institutions.

The expert group listened to the report on the process management from director Chen Shuoyi, and report on the project execution and technology from project group leader Prof. Xiao Yunhan, followed with a detailed review of the project acceptance materials. After questions and discussions, the expert group considered that the project, based on poly-generation of the coal gasification oil-power and IGCC power generation projects, had carried out research on key technologies of large-scale coal gasification, sync gas low pollution heavy gas turbine, coal-based liquid fuel, system integration, operation and control optimization. National green coal gasification 863-program R&D base, coal water slurry Fischer-Tropsch synthesis technology R&D base, clean energy power system technology R&D base and coal-based synthetic oil production R&D base were constructed. Innovative achievements included development and industrial operation of 2000 t/day level slurry gasifier, development and long operation cycle of 2000 t/day dry pulverized coal pressurized gasifier, the pulverized coal pressurized dense transport bed gasification technology, dilutive and diffusive gas turbine combustion chamber with multi nozzles, 3000 t/year low temperature catalyst for Fischer-Tropsch synthesis technology and 1 Mt/year synthetic oil technology using low temperature Fischer-Tropsch. Besides, a 1500 t/year catalyst factory and two 160,000 t/year high temperature Fischer-Tropsch synthesis oil demonstration plants were built, one of which can co-generate with the 10 MW level gas turbine. Technologies on operation optimization, coordination control, system integration and design of IGCC cogeneration system were developed, with the construction of the 250 MW IGCC demonstration project. Achievements of the project indicate that China has made significant progress in R&D and industrial demonstration of coal gasification and IGCC key technologies, capable to develop independent research on related technology, system integration and engineering. Expert group agreed to the passing of the project.

The leaders and experts reviewed the hard history since China began to support the key technologies of IGCC from the "eighth five" plan. Through long-term effort and persistence, we finally made technological breakthroughs, and obtained systematic and stage achievements. Such systematic and large project demanded all participating units to make all-out efforts, and burden enormous pressure. The process, which was time and money consuming, had a significant impact on China's future energy development and clean coal utilization. Experts hoped to strengthen the coordination between government departments to promote the application of the technologies and effectively solved the existing problems. IGCC faced to problems of high price in the early stage, without policy support, test and demonstration could not continue, and technology would be difficult to develop. The price would not go down until the technology was scaled and applied under constantly support policies. Under the new situation of economical risk coupled with the technical risk, enterprises themselves were unwilling to take risks as IGCC cogeneration may involve in sets of large equipment, which made independent innovation more difficult. Experts called for the government and the enterprises jointly borne the risk in order to speed up the reform. No breakout, no inversion of achievements. We must make great efforts to solve the problems of equipments, including gas turbine and gasification. China's IGCC and poly-generation technology should be at the forefront of the world as neither country was so dependent on coal, nor country was faced to such great environment pressure and such big market. Only China could lead to the development and made major breakthroughs. Experts expected that advices could be officially put forward based on the summary of the projects. The problems should be seriously considered, including how the 5 bases get further long-term support, in what way support could be provided, how to make the base obtain long-term development, how to transform achievements, how to overcome obstacles, how to promote technology, whether the technical route was feasible, and what was feasible technology policy, industrial policy for different regions. In all, we hoped a further development and greater role of major projects.

Director Zheng Fangneng points out that IGCC cogeneration is a dream. Though the project has twists and turns, we have still yielded significant achievements. Further work should be done on IGCC.

In addition, director Chen Jiachang pointed out that, the coal gasification based poly-generation demonstration project had attached great attention. Since 2006, we had actively promoted it to be a major national science and technology project, although ultimately failed, it still got great attention from the Ministry of Science and Technology. In the energy field, IGCC, which was considered as a major project and a dream, was not only a single or several key technology breakthroughs, but also a number of key technologies and integrated system engineering. The integration was very difficult, including technology integration, power engineering integration. After so many years’ effort, numbers of difficulties were overcome and great breakthrough was achieved.

Finishly, Director Zhao Yuhai summarized that the use of clean coal technology is a major technology that had been insisted for a long time. Two paths of coal power generation technology that had internationally recognition were supercritical and IGCC, respectively. The development level of the former was now relatively high, however, the 700 supercritical was restricted by the high temperature materials. Recently, the Ministry of Science and Technology was planning to deploy new materials as major projects. The problem of ultra supercritical should be firstly solved and had got deployment in 863 program. While IGCC technology was also complex, including technology, processes and equipment, cost of which were relatively high at present. However, IGCC had its own characteristics, potentialities and advantages lying in the realization of the near zero emission. The Ministry of Science and Technology will unremittingly promote the clean utilization technology of coal. Over the past four 5-year plans, great achievements have been made in promoting the development of IGCC, but problems and challenges are still exiting. Since the "eleventh five" year, R&D system had formed, a large number of powerful enterprises were playing more and more important role in the use of clean coal technology and remarkable progress had been made. The Ministry of Science and Technology will continue to support and promote the development of clean use of coal, especially coal poly-generation technologies and IGCC.
